There are several programs that allow changing the size of the images, for example, you can use picassa that is free and can be used to change the size, to cut out the images, to turn them, to apply some effects to the images and to keep them organized, too.
For any specific changes there is also a website where you can change the size of the images and rotate them from the navigator.
